CoST - the Infrastructure Transparency Initiative
Technical Adviser
A Fellow of the UK Institution of Civil Engineers, I am a Civil Engineer, Planner and Trainer who delights in working with others seeking to improve the socio-economic outcomes of investments in public infrastructure, particularly in transition and developing countries.

A longstanding advocate of improved and more transparent management of public infrastructure procurement, I am a Technical Adviser to CoST - the Infrastructure Transparency Initiative. CoST works with government, industry and civil society to promote the disclosure, validation and interpretation of data from infrastructure projects. Experience shows that the constructive approach adopted by CoST can give rise to improved management systems, inform and empower all stakeholder groups, and help make decision-makers more accountable.

A founding member of the UK Anti-Corruption Forum, and contributor to the Practitioner’s Guide to Open Contracting, I worked for 34 years, in many countries, for a large international consultancy before becoming an independent consultant in 2013. I am now involved in a mixture of technical and governance-related assignments and particularly interested in sharing ideas and experience of practical means of improving performance in public infrastructure procurement.
