Disruptive technologies, such as blockchain, AI, or the use of algorithms and big data, create unprecedented opportunities for the successful functioning of societies and governments. How to regulate emerging technologies and their associated business models has become a pressing question. Regulation should incentivise and enable innovation and seek to maximise shared benefits, while protecting from and mitigating the potential malicious use of new technologies. Governments and regulators are using a number of approaches to stimulate innovation and are embracing new technologies for better regulation. They can use these technologies to improve transparency and stakeholder engagement processes like public consultations, and further understand citizens’ needs and preferences. However, keeping up with the pace of new technologies as well as tackling ethical questions, for example linked to regulating AI or data privacy, remain challenging.

The session will discuss challenges, map different approaches, and highlight some experiences in regulating new technologies for better societies.
